The UK Fire sector is changing fast. New laws, higher public expectations and stronger checks on competence are all shaping how the industry works.
Two major organisations have now announced important leadership changes: BAFE and the Institution of Fire Engineers (IFE). Both play a key role in raising standards across Fire safety, protection and professional practice.
BAFE Strengthens Fire Safety Leadership
BAFE has announced new senior appointments to support its next stage of work. Jim Fitzpatrick has been appointed Chair of BAFE Holdings. He brings long experience from public life, including his time as a former Fire Minister and his background with the London Fire Brigade. That mix of policy and front line understanding is useful in a sector where decisions affect real buildings and real lives.
Howard Passey has also been appointed Chair of BAFE Limited. He has more than 30 years of experience with the Fire Protection Association, including senior technical roles. His appointment should help BAFE keep its schemes and standards grounded in strong technical knowledge.
Douglas Barnett has been appointed Chair of FireQual, BAFE’s awarding organisation. His background includes more than 40 years in insurance and risk management, with many years leading risk programmes at AXA Insurance.
Together, these appointments show a clear focus on competence, assurance and trust. Those words can sound dry, but in Fire safety, they matter. They help employers, building owners and the public know that the people doing the work are properly skilled.
IFE Appoints New Fire Sector Chief Executive
The Institution of Fire Engineers has announced Paul Adams as its new Chief Executive. He brings more than 30 years of leadership experience across chartered institutes, professional bodies and industry organisations. His previous work includes senior roles at the Institute of Learning, the Chartered Institute of Logistics and Transport, the Institute of Directors and the Civil Mediation Council.
Paul Adams takes over from Steve Hamm, who will remain in a strategic advisory role during the transition. The IFE says the appointment will support its work on professional standards, member development and public confidence in the Fire profession.
This matters because Fire engineering is no longer a niche topic kept in technical reports and back-office meetings. It is now central to building safety, housing, construction, design and asset management. The people leading these bodies will help shape how the profession responds to that pressure.
Why These Appointments Matter

The BAFE and IFE changes come at a time when the built environment is under close scrutiny. Since the introduction of stronger building safety laws and higher expectations around competence, organisations across the sector have had to show that they can meet a much higher bar.
Strong leadership will not solve every issue overnight, but it does help set direction. It can improve standards, support better training and give more confidence to employers, residents and professionals.
For anyone working in Fire safety, these changes are worth watching. They point to a sector that is becoming more structured, more accountable and more focused on professional competence.
