Description

Onward Homes is hiring a Compliance Officer - HVAC. You will work in the Landlord Compliance and Delivery team. The role sits within the property function.

You will help manage electrical safety and associated HVAC compliance across the Onward and CPS portfolio. You will make sure testing, inspection, servicing, records and remedial works are managed well.

You will also give technical support to teams across Onward.

This role is about reducing risk for customers, colleagues and third parties. So, naturally, it involves data, contracts, records and the sort of paperwork that only becomes interesting when something goes wrong. Best to keep it boring.

Key Responsibilities

  • Manage safety work: Support effective electrical safety and HVAC Compliance across the portfolio.
  • Oversee servicing: Make sure servicing, testing and inspection processes are carried out correctly.
  • Track remedial works: Ensure follow-on works are completed based on risk.
  • Check records: Make sure certification and records are current, valid and well stored.
  • Manage contracts: Oversee EICR, HVAC and associated electrical contracts.
  • Set standards: Agree performance standards and monitor progress.
  • Resolve issues: Deal with contractor or service issues as they arise.
  • Manage budgets: Support financial control, including setting and monitoring budgets.
  • Maintain data: Keep accurate data on statutory and Onward safety risks.
  • Improve systems: Support data systems for testing, inspection and remedial works.
  • Measure performance: Help turn strategy and policy into KPIs and management reports.
  • Support reporting: Assist with reports for boards and committees.
  • Support procurement: Give technical input into procurement and investment plans.
  • Reduce risk: Help develop landlord Compliance risk reduction plans.
  • Work with teams: Support departments across relevant safety workstreams.
  • Support health and safety: Help ensure legal health and safety duties are met.
  • Support training: Help deliver training linked to electrical safety and associated systems.

About You

You will need strong experience in electrical, HVAC or related compliance work.

You should be confident with contracts, data, performance reporting and risk. You will also need to communicate clearly and work well with other teams.

You will need:

  • Systems knowledge: Knowledge of core housing systems, business planning and asset management systems.
  • Programme experience: Experience managing electrical, HVAC or other compliance safety and maintenance programmes.
  • Team experience: Experience leading a team to strong performance.
  • Similar role experience: A track record of delivering a similar role in another organisation.
  • Communication: Strong written and verbal communication skills.
  • Procurement knowledge: Understanding of construction procurement routes and contracts.
  • Commercial awareness: Knowledge of value for money in construction.
  • CDM knowledge: Understanding of the Construction (Design and Management) Regulations 2015.
  • Housing knowledge: Awareness of related housing regulations and law.
  • Data skills: Experience interpreting complex data and using it to track performance.
  • Reporting skills: Ability to use data to support reports and decisions.

Desirable skills include:

  • IT skills: Microsoft Office skills to intermediate level.
  • Budget skills: Financial monitoring and budgeting experience in a similar function.

You will also need a relevant qualification, or be working towards one. This may include:

  • Level 4 VRQ: Asset and Building Management Compliance.
  • Level 4 VRQ: Electrical Safety Management in Social Housing.
  • Electrical qualification: Code of Practice for Electrical Safety or similar.
  • Testing knowledge: Fixed electrical equipment or Portable Appliance Testing regimes.
