Description
The London Borough of Havering is looking for a Compliance Officer to join its Resident Services team.
This is a full-time role on a 12-month secondment or fixed-term contract. The role is maternity cover.
The role is based at Havering Town Hall, Main Road, Romford, RM1 3BB, with travel across the borough.
You will help make sure Havering’s housing stock is safe and compliant. The role has a strong focus on fire safety, clutter management and housing standards.
You will inspect homes, communal areas and housing sites. You will identify risks, take action and work with residents to improve safety. So yes, this is not just “spot the clutter and write a stern email”. Actual judgement required. Humanity trembles.
Key Responsibilities
- Inspect housing stock: Carry out inspections in communal areas and individual homes.
- Check Compliance: Assess fire safety, housing standards and resident safety risks.
- Review FRAs: Check issues linked to Fire Risk Assessments.
- Assess HHSRS risks: Identify hazards under the Housing Health and Safety Rating System.
- Manage clutter risks: Review clutter and hoarding issues that may create fire or safety risks.
- Identify hazards: Spot non-compliance and unsafe conditions.
- Take action: Issue warnings, take enforcement action and arrange follow-up inspections.
- Support residents: Educate and support residents to reduce risk.
- Encourage behaviour change: Work with residents on clutter and fire safety concerns.
- Track actions: Monitor compliance actions and make sure risks are reduced on time.
- Keep records: Maintain accurate evidence, notes and compliance documents.
- Work with partners: Liaise with housing officers, contractors and external agencies.
- Escalate serious risks: Raise high-risk cases where resident safety may be affected.
About You
Havering Council is looking for someone with:
- Housing Compliance experience: A strong background in housing compliance.
- Fire safety knowledge: Experience with fire safety compliance and FRA processes.
- HHSRS knowledge: Experience with inspections and hazard identification.
- Clutter case experience: Experience managing clutter, hoarding or enforcement cases.
- Resident focus: Ability to work with a wide range of residents, including vulnerable people.
- Communication skills: Clear written and verbal communication.
- Customer service: A helpful and professional approach to residents.
- Practical judgement: Ability to balance enforcement with support.
- Case management: Ability to manage a varied workload.
- Local authority knowledge: Experience in social housing or local government.
- Legislation knowledge: Understanding of housing standards, building safety and relevant law.
- Confidence: Ability to take enforcement action where needed.
- Team working: Ability to work well with housing teams, contractors and partners.
