Description

Leeds City Council is looking for an experienced Building Surveyor to join its Asset Management team.

You will lead a team that manages repairs and maintenance across council homes. Your work will cover complex repairs, damp issues and disrepair prevention. You will also manage contractors and help improve the quality of the service.

This is an operational management role. You will give technical advice, oversee repair programmes and make sure work meets legal and council standards.

The role includes office work and regular site visits across Leeds. Flexible and hybrid working may be available, based on service needs.

Key Responsibilities

  • Team leadership: Lead, support and develop a team of staff.
  • Repairs: Oversee reactive and planned repair programmes.
  • Technical surveys: Survey homes and prepare clear reports.
  • Work specifications: Produce designs, schedules and specifications.
  • Complex cases: Help resolve complex and damp-related repairs.
  • Disrepair prevention: Lead work that reduces housing disrepair.
  • Contractors: Manage contractors and internal service providers.
  • Quality: Inspect work and make sure standards are met.
  • Budgets: Monitor spending and support value for money.
  • Risk management: Identify risks and make sure action is taken.
  • Customer service: Work with tenants, councillors and other teams.
  • Service improvement: Support better systems and ways of working.

About You

You should have:

  • Relevant qualification: A degree in Building Surveying or Construction, or equivalent experience.
  • Building knowledge: Strong knowledge of defects and construction methods.
  • Housing experience: Significant experience working in social housing.
  • Repairs knowledge: Good knowledge of landlord repair duties.
  • Contract management: Experience managing construction contracts.
  • Project management: Experience delivering medium or large projects.
  • Team leadership: Strong experience leading and developing staff.
  • Health and safety: Knowledge of construction safety and asbestos procedures.
  • Budget skills: Experience managing programmes within set budgets.
  • Problem solving: The ability to resolve complex property issues.
  • Communication: Confidence working with residents, contractors and councillors.
  • IT skills: Good knowledge of Microsoft Office and property systems.

Professional membership, such as RICS, would be useful but is not essential.
