Description
Harrow Council is looking for an Asbestos and Health & Safety Lead.
This role will support safe and compliant housing services across the borough. It will focus on asbestos management, health and safety, risk control and safe working practices.
The post will help make sure safety duties are managed in a clear and structured way. You will support work that protects residents, staff, contractors and other people affected by council housing activity.
Key Responsibilities
- Lead asbestos safety: Support the management of asbestos-related safety duties.
- Support health and safety: Help maintain safe working standards across housing activity.
- Manage risk: Identify, review and help reduce health and safety risks.
- Maintain records: Keep accurate safety, compliance and risk records.
- Monitor compliance: Support compliance with relevant health and safety duties.
- Work with contractors: Liaise with contractors and consultants where needed.
- Support inspections: Help coordinate checks, surveys or reviews linked to safety.
- Report issues: Escalate serious risks, gaps or non-compliance.
- Support residents: Help ensure safety work is carried out with clear resident communication.
- Work with teams: Liaise with housing, property, compliance and operational teams.
- Improve processes: Support better systems, records and ways of working.
- Provide advice: Give clear guidance on asbestos and health and safety matters.
About You
Harrow Council is likely to be looking for someone with:
- Asbestos knowledge: Strong knowledge of asbestos management and related safety duties.
- Health and safety experience: Experience in health and safety within housing, property or a related setting.
- Compliance focus: Understanding of statutory compliance and risk management.
- Contract Works experience: Experience supporting or overseeing works delivered by contractors.
- Housing awareness: Knowledge of social housing, local authority housing or property services.
- Risk management skills: Ability to identify risk and support practical control measures.
- Record keeping: Ability to maintain clear and accurate compliance records.
- Communication skills: Ability to explain safety issues clearly to different audiences.
- Contractor management: Confidence working with contractors, consultants and internal teams.
- Planning skills: Ability to manage priorities, deadlines and follow-up actions.
- Attention to detail: A careful approach to safety information and compliance evidence.
- Problem-solving: Ability to resolve issues in a calm and practical way.
