Description

Cheltenham Borough Council is looking for a Senior Building Control Surveyor.

This is a full-time, permanent role based at the Municipal Offices. You will work 37 hours per week.

The salary is Grade J, £48,738 - £54,229. A pay award is pending from 1 April 2026.

You will report to the Principal Building Control Surveyor. You will also supervise and mentor a Building Control Surveyor.

This role must be carried out in line with at least Class 2D Building Inspector registration, as defined by the Building Safety Regulator. You will carry out restricted activities and advise on restricted functions within your registration limits. You will also work towards Class 3.

You will assess plans and carry out inspections to check if building work complies with the Building Regulations 2010, the Building Act 1984, the Building Safety Act 2022 and related standards and guidance.

In plain English, you will help make sure building work is safe, legal and properly checked. A bold concept, given buildings remain stubbornly unwilling to inspect themselves.

Key Responsibilities

  • Lead Building Control work: Carry out senior building control duties within your competence and registration.
  • Assess plans: Review plans against Building Regulations and relevant guidance.
  • Carry out inspections: Inspect building work to assess compliance.
  • Secure compliance: Identify breaches and take action where needed.
  • Advise duty holders: Give competent advice to duty holders and building control bodies.
  • Use BSR registration: Work within the limits of your Class 2D registration.
  • Work towards Class 3: Continue developing your competence and registration level.
  • Support others: Help colleagues act within their own competence.
  • Mentor surveyors: Supervise and mentor a Building Control Surveyor.
  • Manage risk: Assess safety and risk linked to building work.
  • Plan inspections: Develop and apply inspection schedules.
  • Take enforcement action: Support enforcement where compliance is not achieved.
  • Follow conduct rules: Work in line with the Code of Conduct.
  • Declare conflicts: Identify and report conflicts of interest.
  • Keep records: Maintain clear records and write accurate reports.
  • Protect information: Maintain confidentiality and follow data protection rules.
  • Support safeguarding: Work in line with the council’s safeguarding policy.
  • Promote safe working: Help maintain safe working practices.

About You

Cheltenham Borough Council is looking for someone with:

  • Class 2D registration: Registered as a minimum Class 2D Building Inspector.
  • Relevant qualification: Level 4 to 6 academic qualification, or equivalent professional or vocational training.
  • BICoF knowledge: Knowledge to help show competence against the Building Inspector Competence Framework.
  • Legal knowledge: Understanding of the Building Act 1984 and Building Regulations 2010.
  • Building Safety knowledge: Awareness of the Building Safety Act 2022 and related duties.
  • Approved Documents knowledge: Understanding of approved documents and guidance.
  • Fire and life safety knowledge: Knowledge of fire and life safety matters.
  • Health and safety knowledge: Strong understanding of safe working and risk.
  • Design and construction knowledge: Good technical knowledge of building design and construction.
  • Plan assessment experience: Experience checking plans for compliance.
  • Inspection experience: Experience carrying out building control inspections.
  • Building type experience: Experience with the building types you will work on.
  • Compliance experience: Experience assessing compliance and securing action.
