Description
City of York Council is looking for a Technical Officer to join its Healthy and Sustainable Homes Service.
You will help residents live in homes that are safe, healthy and suited to their needs. Your work will focus on property inspections and home adaptations across all types of housing.
The Technical Officer will work with occupational therapy staff and other professionals. You will assess whether proposed adaptations are practical. You will then prepare plans, work schedules and cost estimates.
You will also inspect work while it is taking place and after it is complete. This will help make sure each project meets the agreed standard and supports a good outcome for the resident.
Key Responsibilities
- Property inspections: Inspect homes and prepare clear written reports.
- Home adaptations: Assess properties for changes that meet residents’ needs.
- Feasibility reports: Confirm whether proposed work is suitable and practical.
- Plans and schedules: Prepare sketch plans and schedules of work.
- Cost estimates: Estimate the likely cost of adaptation work.
- Grant enquiries: Respond to questions and formal applications for financial help.
- Eligibility checks: Help assess eligibility for grants and other support.
- Site inspections: Inspect work while it is in progress and after completion.
- Grant payments: Recommend stage and final payments for approval.
- Record keeping: Make sure documents and inspection records are accurate.
- Partnership working: Liaise with residents, contractors and housing professionals.
About You
You should have:
- Building qualification: An HNC in Building or a similar qualification.
- Relevant experience: Five years of equivalent experience in domestic building maintenance, improvements or adaptations may also be accepted.
- Technical knowledge: A good understanding of domestic building work.
- Adaptations experience: Knowledge of home improvements or adaptations.
- Council knowledge: An understanding of local authority decision-making processes.
- Communication skills: The ability to give clear advice to members of the public.
- Organisation skills: The ability to manage work and meet deadlines.
- IT skills: Confidence using digital systems and preparing documents.
- Teamwork: The ability to work with occupational therapists, contractors and housing staff.
- Customer focus: A patient and helpful approach when working with residents.
