Somerset Council is looking for a Senior Technical Officer to support home adaptation projects across Somerset.
This role is also described as Senior Technical Surveyor - Home Adaptations. You will help people live more safely and independently in their own homes.
You will manage a range of adaptation works. These may include small changes and larger, more complex construction projects.
You will work with clients, families, health professionals, housing providers and contractors. You will design, plan and deliver works with care and technical skill.
This Technical Officer role suits someone with surveying, architecture or construction experience. You should be confident managing projects, budgets, risks and contractors.
Key Responsibilities
- Manage home adaptation construction projects.
- Support projects from feasibility to completion.
- Work under the council’s housing assistance policy.
- Support Disabled Facilities Grant projects.
- Act as Principal Designer where required.
- Support compliance with CDM Regulations.
- Support health and safety duties.
- Work with people with disabilities.
- Understand client needs with care and respect.
- Prepare drawings using AutoCAD.
- Prepare specifications and schedules of work.
- Obtain and assess quotes and tenders.
- Manage contractors and contractor performance.
- Monitor project progress, quality and cost.
- Carry out site inspections.
- Manage grant spend.
- Approve payments.
- Keep accurate case and financial records.
- Give guidance to technical officers and caseworkers.
- Support service improvement and best practice.
About You
- Experience as a Building Surveyor or Architect.
- Experience managing construction projects.
- Experience carrying out feasibility studies.
- Experience preparing scopes of work and briefs.
- Experience managing external contractors.
- Good knowledge of Building Regulations.
- Good knowledge of planning processes.
- Knowledge of listed building matters.
- Good knowledge of housing construction, design, maintenance and retrofit.
- Knowledge of Disabled Facilities Grants.
- Knowledge of CDM Regulations.
- Knowledge of the Principal Designer role.
- Knowledge of pre-construction information and Health and Safety files.
- Knowledge of Control of Asbestos Regulations.
- Knowledge of HHSRS legislation.
- Able to use AutoCAD.
- Able to produce architectural drawings and technical plans.
- Strong project and contract management skills.
- Strong financial management skills.
- Able to explain technical matters clearly.
- Able to manage several tasks and deadlines.
- Able to work with care, empathy and professionalism.
- Full driving licence.
- Access to a vehicle.
